In 1999, the State of Michigan passed a new tax foreclosure law to help stabilize and rebuild decaying neighborhoods and business districts by allowing local governments to take control of blighted properties in a shortened timeframe. This act gives Genesee County and Flint city governments the legal tools needed to acquire abandoned or tax-reverted properties faster by reducing the time allotted to pay delinquent taxes. Currently, the county is in a three-year transition to phase in the new law and educate homeowners about the consequences of delinquent property taxes.
Funding will support the research and design of a policy-based land reutilization plan. The plan will outline policies, procedures, roles, relationships and responsibilities needed to implement the new state law. The goal is to create community and government partnerships to acquire, remediate and dispose of properties. Objectives include preventing foreclosure of owner-occupied properties; accelerating foreclosure of abandoned properties; supporting demolition of dilapidated structures; and promoting community development and neighborhood preservation.
