The program goal is to build a democratic culture based on human rights and the rule of law in Croatia by stimulating Croatian society to deal with the legacy of war crimes and human rights abuses in the region. To this end, Documenta will research and gather documentation about the conflicts during the 1990s, facilitate public discussion and debate, monitor war crimes trials in Croatia and the region, and work with other groups across the region to establish a regional victims' commission. During the past two years, Documenta increased its technical capacity for maintaining data and documentation, gathered oral histories about events in specific regions of Croatia, organized debates and conferences throughout Croatia on dealing with the past, issued reports on war crimes trials, and played a leadership role in establishing a Balkan-wide coalition to support a regional victims' commission. Based in Zagreb, Documenta works with similar organizations in Serbia and Bosnia-Herzegovina.
